His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), announced that the 166th session of the GCC Ministerial Council will convene tomorrow, Sunday, November 30, 2025. The meeting, to be held in the Kingdom of Bahrain, serves as the preparatory session for the 46th Session of the GCC Supreme Council.


The meeting will be chaired by His Excellency Dr Abdullatif bin Rashid Al Zayani, Minister of Foreign Affairs of the Kingdom of Bahrain—Chairman of the current session of the Ministerial Council—with the participation of Their Highnesses and Excellencies the Ministers of Foreign Affairs of the GCC member states.

His Excellency Mr Albudaiwi pointed out that the convening of the 166th Preparatory Ministerial Council comes as a continuation of the ongoing preparations for the launch of the 46th Session of the GCC Supreme Council. The Supreme Council session is scheduled to be held on Wednesday, December 3, 2025, in the Kingdom of Bahrain, in the presence of Their Majesties and Highnesses the leaders of the GCC states.

"During the meeting, the Ministerial Council will review a range of reports regarding the implementation of Supreme Council's decisions issued at the 45th Summit held in Kuwait. The Council will also discuss memorandums and reports submitted by ministerial and technical committees and the General Secretariat. Furthermore, the agenda includes topics related to strategic dialogues and ties among the GCC and global countries and blocs, in addition to discussing the latest regional and international developments," His Excellency explained.
