His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), stated that civil service agencies and their achievements are a fundamental pillar for enhancing government cooperation among the GCC countries.


His Excellency's remarks came during the 21st meeting of Their Excellencies, the Ministers and Heads of Civil Service Agencies in the GCC countries, held today, Wednesday, September 3, 2025, in the State of Kuwait. The meeting was chaired by His Excellency Shareeda Abdullah Saad Al Maousherji, Deputy Prime Minister and Minister of State for Cabinet Affairs in the State of Kuwait – the current session's chairman. It was attended by Their Excellencies the ministers concerned with civil service agencies in the member states.

At the beginning of his speech, His Excellency extended the highest expressions of thanks, appreciation, and gratitude to His Highness Shaikh Meshal Al Ahmad Al Jaber Al Sabah, the Amir of the State of Kuwait, for the State of Kuwait's hosting of this blessed meeting and for the facilities and support it provides to ensure the success of the GCC's work. 

He also acknowledged the support and attention that the joint Gulf action receives from His Highness and his brothers, Their Majesties and Highnesses, the leaders of the member states in all fields.

His Excellency also extended his sincere thanks and appreciation to his brother, His Excellency Shareeda Abdullah Saad Al Maousherji, Deputy Prime Minister and Minister of State for Cabinet Affairs in the State of Kuwait, for his generous hospitality and the distinguished organisation and preparation of this meeting.

His Excellency Mr Albudaiwi emphasised that the blessed journey of the GCC has achieved great accomplishments that have contributed to reaching many of the goals set by Their Majesties and Highnesses, the leaders of the member states, to enhance joint action and integration in all fields. He noted that work continues with the aim of reaching the highest levels of integration, in fulfillment of the aspirations of the GCC leaders and the ambitions of the citizens of the member states.

His Excellency pointed out that the esteemed committee is moving forward with steady steps toward achieving cooperation and integration in the field of civil service and administrative development. 

"This is driven by ambitious national visions to elevate the efficiency of government agencies, improve the quality of performance, develop national cadres, and apply the latest administrative practices," His Excellency explained. 

 He also clarified that civil service agencies in the GCC countries are a key pillar of government cooperation, as they have contributed since the council's establishment to the exchange of experiences and the formulation of common policies for human resource development and the implementation of national strategies.

He added that the member states seek to enhance digital transformation in the civil service to facilitate government services, increase efficiency, support the quality of services, and upgrade the competitiveness of Gulf economies, while also providing new job opportunities for talented youth.

"This meeting coincides with the 5th edition of the GCC Civil Service Medal of Honour ceremony. This event is a continuation of the Supreme Council's decision made its 41st session and reflects a belief in the vital role that national talent plays in developing government work and enhancing the quality of services provided to GCC citizens," His Excellency underlined, adding: "This annual ceremony serves as a high-level platform to honour outstanding male and female civil servants from the member states, who are role models for their professional commitment and high competence. This reinforces the principles of Gulf integration in human resources and administrative development and strengthens the spirit of joint cooperation among the GCC countries."
