His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), affirmed that everyone is following the great and notable efforts made by the GCC states to enhance the safeguarding of public funds in all its forms through their regulatory bodies.


His Excellency's statements came during the 22nd meeting of Their Excellencies the Heads of the Financial and Accounting Audit Bureaus of the GCC states, held today, Wednesday, September 10, 2025, in Kuwait City. 

The meeting was chaired by His Excellency Mr Esam Salem Al Roumi, Chief of the State of Kuwait's Audit Bureau —the current session's chairman— with the participation of Their Excellencies the Heads of the Financial and Accounting Audit Bureaus of the GCC states.

At the beginning of his speech, His Excellency the Secretary General extended his highest expressions of thanks, gratitude, and appreciation to His Highness Shaikh Meshal Al Ahmad Al Jaber Al Sabah, the Amir of the State of Kuwait and President of the current session of the GCC Supreme Council, for the sincere and dedicated efforts of the government of the State of Kuwait in managing and ensuring the success of joint Gulf meetings during its presidency of this session.

His Excellency praised the joint efforts undertaken by the GCC states to develop the performance of their supervisory bodies and to work on coordination and integration among them in this important aspect of joint Gulf action in order to serve the lofty objectives of the Cooperation Council.

In a related context, His Excellency cast light on the Training Strategic Plan for the period 2023-2025 and its initiatives, which will contribute to supporting development and capacity-building efforts in audit work. 

He also highlighted the draft of the Training Strategic Plan for the period 2026-2028, which is an extension of the previous plan and aims to anticipate the requirements of the next phase and enhance professional competence in the audit bodies.

His Excellency the GCC Secretary General indicated that the General Secretariat had prepared the agenda for this meeting based on the outcomes of the 26th meeting of Their Excellencies the Undersecretaries, held on July 30, 2025. It includes a range of important topics that will contribute to strengthening the course of joint Gulf action in the field of auditing and accounting. 

"Among the most notable topics are the strategic training plan for the period 2023-2025, which includes initiatives that will support development efforts and capacity building in auditing work, as well as the draft strategic training plan for the period 2026-2028, which is an extension of the previous plan and aims to anticipate the requirements of the next phase and enhance professional competence in the regulatory bodies. Additionally, the agenda includes the results of the 6th GCC competition in the field of auditing and accounting for research and studies, along with a proposal submitted by the UAE Accountability Authority regarding the governance mechanism for auditing the accounts of the General Secretariat. This proposal aims to enable the General Secretariat's agencies to benefit from the expertise of regulatory bodies in this field. Also included is the draft regulatory framework for the Excellence in Employment Award, which aims to motivate personnel and improve institutional performance in the regulatory agencies of the Council states, as well as the designation of a Gulf week for financial auditing and accounting," His Excellency stated. 
 
"Your keenness to advance the course of joint Gulf action in the field of audit and accounting bureaus in the GCC states confirms your sense of the responsibility entrusted to you by Their Majesties and Highnesses, the leaders of the GCC. This meeting is a reflection of this commitment and interest in achieving the aspirations of the peoples of the GCC countries, in accordance with the wise vision of Their Majesties and Highnesses, the leaders of the GCC. This dedication has earned you a prestigious status and high rankings at the regional and international levels," His Excellency concluded.​
