His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), affirmed that sustainable human development represents a strategic priority for the GCC states. He stated that the Gulf experience has proven that the balance between economic growth and social development is the foundation for stability and prosperity, and that the three pillars of development are interconnected and integrated.
"Investment in human capital, education, health, and social protection contributes to stimulating economic growth and achieving comprehensive social inclusion." His Excellency stated.
These remarks came during His Excellency the GCC Secretary General's intervention at the high-level session on strengthening the three pillars of social development, which addressed the themes of poverty eradication, decent work, and social inclusion. The session was held on the sidelines of the 2nd World Summit for Social Development, today, Wednesday, November 5, 2025, in the Qatari capital, Doha, with the participation of representatives from countries, regional and international organisations, and experts in the field.
"The GCC states have adopted an integrated approach linking economic and social policies within the framework of ambitious national visions focused on diversifying the economy, creating quality job opportunities, supporting social protection programmes, and empowering women and youth." His Excellency explained.
He also pointed to the adoption of the GCC Sustainable Development Strategy (2010–2025), which aims to build a prosperous, secure, and cohesive society that ensures human dignity and provides a decent standard of living through all stages of life.
On international cooperation, His Excellency Mr Albudaiwi underscored the significance of cementing global partnerships to ensure a just and inclusive transition towards the green and digital economy, and to facilitate access to finance and technology.
He also highlighted the pioneering role of the GCC states in providing humanitarian and development support, having extended approximately $14 billion between 2020 and 2025, making them the fourth-largest humanitarian donor globally and the second among regional organisations.
His Excellency concluded his intervention by affirming the GCC's commitment to continuing the implementation of national and regional programmes and initiatives aimed at eradicating poverty, empowering youth and women, ensuring equal opportunities, as well as developing education and social protection systems. This, he said, solidifies the foundations of comprehensive development and social justice, and contributes to building more equitable and sustainable societies.
