His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), stated that the GCC-European strategic partnership represents a model for joint stability and security in light of accelerated and unprecedented regional and global challenges.


The remarks came during His Excellency's speech at the High-Level Forum on Regional Security and Cooperation between the GCC and the European Union (EU), in the presence of their Excellencies the Foreign Ministers and their representatives from the GCC and EU countries, on Sunday, October 5, 2025, in Kuwait City.

His Excellency pointed out that the relations between the GCC and the EU are historic and constitute a strategic partnership based on many solid foundations that achieve mutual benefits for both sides. 

He added that this forum is of great importance for the GCC and the EU, as it serves as a direct platform for exchanging views on regional and global crises affecting security and stability around the world.

While reviewing developments in the region, His Excellency stressed that the current regional crisis in Gaza requires a firm ethical international stance. 

He condemned the Israeli aggressions in Gaza and the illegal attacks on neighbouring countries, which he described as a destabilisation of the entire Middle East that must stop immediately. 

"The recent Israeli attack on the State of Qatar embodies a dangerous political extremism led by Netanyahu that undermines the chances for peace." His Excellency underscored. 

In this context, His Excellency Mr Albudaiwi renewed his appreciation for the initiative proposed by U.S. President Donald Trump to end the war in Gaza, considering it a practical framework for stopping the violence, restoring stability, and ensuring the flow of humanitarian aid. 

His Excellency added that the plan must be built on international law and justice for the Palestinian people, affirming the GCC's commitment to working with partners to ensure its implementation, end the Israeli crimes, and enable the Palestinian people to establish their independent state in accordance with the Arab Peace Initiative and United Nations resolutions.

Moreover, His Excellency highlighted that the GCC's vision for regional security is based on building strategic relationships and international partnerships to address hotspots of tension, ensure energy and maritime security, as well as protect the nuclear non-proliferation regime. He pointed out that the region includes three of the world's most important maritime straits, and any threat to them affects international security and vital supply chains.

Regarding the Iranian nuclear file, His Excellency said that continued ambiguity and escalation pose a danger to the security of the region and the world. He criticised the Israeli attacks on Iranian nuclear sites as a reckless escalation that nearly dragged the region into a wider confrontation, and called on Iran to cooperate with the International Atomic Energy Agency and cease high levels of enrichment.

His Excellency also reviewed the GCC's position on the war in Ukraine, explaining that the member states have adopted an approach based on respecting the sovereignty of nations and the non-use of force. He underscored their support for diplomatic efforts and peaceful initiatives, in addition to Gulf mediations in prisoner exchanges, humanitarian aid, and ensuring global food security.
