General Secretariat - Manama

Under the patronage and in the presence of His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), the GCC Commercial Arbitration Centre (GCCCAC) inaugurated the 2nd GCC Law and Arbitration Week today, Sunday, January 25, 2026, in the Bahraini capital, Manama. The event, attended by a distinguished assembly of high-ranking officials, serves as a testament to the region’s dedication to evolving its legal landscape.

At the commencement of his address, His Excellency Mr Albudaiwi expressed his profound gratitude and appreciation to His Majesty King Hamad bin Isa Al Khalifa, the King of the Kingdom of Bahrain, and to the leaders of the GCC member states for their unwavering support and hospitality toward the centres and offices affiliated with the GCC Secretariat General.

He noted that such comprehensive support enables these entities to fulfill their mandates effectively while enhancing their contribution to the GCC’s collective journey. His Excellency highlighted that the GCC Commercial Arbitration Centre, established by the Supreme Council in December 1993, remains a fundamental pillar in strengthening economic cooperation and stands as a prestigious institution for resolving disputes with optimal speed and flexibility.

"The 2nd GCC Law and Arbitration Week embodies the member states' commitment to fortifying the justice system, advancing regulatory frameworks, and fostering a stable environment for global capital. This second edition builds upon the fruitful success and interaction of the inaugural event, reflecting an increasing recognition of law and arbitration as essential drivers of economic development and the protection of rights. As alternative dispute resolution (ADR) becomes a cornerstone of the global economy—particularly amid expanding cross-border investments and mega-projects—this week provides a high-level platform for decision-makers, legal professionals, arbitrators, and experts as well as representatives from both the public and private sectors to exchange expertise, discuss best practices, and envision the future of the legal and arbitration system within the GCC countries.

His Excellency Mr Albudaiwi further noted that the legal and arbitration framework plays a pivotal role in driving economic growth and enhancing the global competitiveness of GCC member states. He emphasised that the clarity of legislation, expedited dispute resolution, and the efficacy of arbitration mechanisms are fundamental factors in attracting foreign direct investment, empowering the private sector, and fostering entrepreneurship.

"These elements collectively contribute to mitigating investment risks, elevating market efficiency, and advancing economic diversification efforts championed by GCC nations as part of their ambitious national visions," His Excellency stated.

In a related context, His Excellency the GCC Secretary General underscored that the development of the legal ecosystem extends beyond the mere enactment of legislation; it necessitates strategic investment in human capital, the qualification of national cadres, the promotion of a legal culture, and the expansion of international cooperation.

"This is precisely what the current week aims to achieve through its specialised dialogue sessions and professional deliberations," His Excellency underlined.

He concluded his address by expressing his aspiration that the outcomes and recommendations of this week will bolster the trajectory of joint Gulf action, consolidate the foundations of justice, and elevate the standing of GCC states within the global economic and legal landscapes.
