This came during his speech at the ceremony honouring leading projects and personalities in the fields of labour, social affairs, and civil service, on the sidelines of the 21st meeting of Their Excellencies the Ministers and Heads of Civil Service Agencies in the GCC countries, today, Wednesday, September 3, 2025, in the State of Kuwait.
The event was attended by His Excellency Shaikh Fahad Yusuf Saud Al Sabah, First Deputy Prime Minister and Minister of Interior of the State of Kuwait - President of the current session - and Her Excellency Dr Amthal Hadi Haif Al Huwailah, Minister of Social Affairs, Family and Childhood Affairs. Present also in the event were Their Excellencies the concerned Ministers of Civil Service agencies in the GCC countries.
At the beginning of his speech, His Excellency extended his highest expressions of thanks, appreciation, and gratitude to His Highness Shaikh Meshal Al Ahmad Al Jaber Al Sabah, the Amir of the State of Kuwait, for the State of Kuwait's hosting of this blessed ceremony, and for its support and interest in the progress of the Cooperation Council. He affirmed that the joint Gulf action receives special care and attention from Their Majesties and Highnesses, the leaders of the GCC countries, in all fields.
"The meeting is renewed today in the land of goodness and development, the source of humanity and giving, the State of Kuwait, to honour a group of distinguished administrative competencies in the civil service sectors of the GCC countries, along with a number of companies, institutions, and personalities that have left a significant positive impact on the Gulf society in the fields of work in the public and private sectors and social development," His Excellency said.
Moreover, he explained that this day's celebration is a way of repaying the favour and showing gratitude to the honourees for their efforts in achieving the goals of sustainable development, and at the same time, a motivation for more effort and giving.
"At the governmental level, a number of distinguished professionals in the civil service sector and leaders of government work are being honoured today for having contributed their expertise and efforts to building and developing the administrative system in the various Council states, in a manner that keeps pace with the requirements of development and parallels global transformations in modern management styles and methods," His Excellency explained.
His Excellency Mr Albudaiwi also underlined the firm belief in the role of the private sector in the economic transformation sought by the GCC countries through their developmental visions and strategies.
He praised its pioneering role in achieving high rates of localisation, its support for leading small and medium enterprises, and the fundamental national roles it has played by empowering and employing the Gulf worker and giving them confidence in their abilities to contribute with their efforts and ideas to continue the march of construction and modernisation.
During his speech, His Excellency also noted the role played by leaders, institutions, and public benefit associations in honing the skills of the Gulf citizen and promoting the values of giving and volunteer work through their pioneering projects in the social sector.
At the conclusion of his speech, His Excellency wished the honourees success and prosperity, stressing the continuation of efforts to achieve the common goals of the GCC countries, which revolve around providing a decent life for every Gulf citizen.
