His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), affirmed that the Cooperation Council, since its establishment, has exerted tireless efforts over the past decades, resulting in significant and numerous gains that have strengthened the Council's position and consolidated the pillars of joint Gulf action, for a more integrated and prosperous future for the peoples of its countries.


These remarks came during the 26th meeting of the Ministerial Committee tasked with following up on the implementation of decisions related to joint action, held on Sunday (October 5, 2025) in Kuwait City. 

The meeting was chaired by His Excellency Mr Saleh Sulaiman Al Mulla, Cabinet Secretary General of the State of Kuwait, president of the current session, and attended by relevant ministers and officials from the GCC states.

At the outset of his speech, HE the Secretary General expressed his deepest thanks, appreciation and gratitude to His Highness Shaikh Meshal Al Ahmad Al Jaber Al Sabah, the Amir of the State of Kuwait, for hosting this blessed meeting in the State of Kuwait, and for the facilitation and support that the State of Kuwait has provided and continues to provide for the success of the work of the Cooperation Council, as well as for the backing and attention that the joint Gulf action receives from His Highness and his brothers, Their Majesties and Highnesses, the leaders of the Council states, in all fields. 

Commenting further, His Excellency stated: “This meeting is the culmination of joint coordination and cooperation between the GCC countries in the field of following up on the implementation of the Supreme Council's decisions. The General Secretariat is honoured to fulfill its duty by providing all support and capabilities to facilitate work and achieve the desired goals, and to carry out all the preparation, organisation and follow-up requirements of the esteemed meetings.” 

“We are confident that the results you will reach at this meeting will represent an addition to the appreciated efforts that preceded it, as the smoothness we see in the preparation and follow-up of the committee's topics and work mechanisms makes it easier for us all to achieve the main objective of the Supreme Council's decision to establish this committee, by issuing legislation indicating the implementation of the Supreme Council's decisions in the member states, working to accelerate their implementation, and removing any obstacles in their path,” HE the Secretary General continued.

He further stressed: “This will enhance and support the process of joint cooperation, and accelerate and facilitate the procedures for implementing the Supreme Council's decisions in the member states.”

His Excellency also praised the sincere efforts of all ministerial and technical committees and their prominent and effective roles, which contributed to bringing visions closer, unifying positions and enhancing cooperation and integration among the GCC states in various fields. 

He underlined that this was achieved through the coordination of policies, regulations and laws, and the activation of joint agreements, thus embodying a successful model of fruitful regional cooperation. 

"The important decisions made by Their Excellencies, members of the Economic Cooperation Committee, during their recent meeting in Kuwait last Thursday will significantly advance joint Gulf economic action. These achievements, particularly those concerning the establishment of the customs union and completing the steps for the Gulf Common Market, will have a profound impact on strengthening the economies of the GCC states and supporting their economic diversification efforts." His Excellency pointed out. 

In a related context, His Excellency stated that the accelerating global changes and the intertwined political, economic and security crises the world is witnessing cast a shadow over the GCC countries, given their openness and the intertwining interests of their regional and international surroundings. He explained that this makes it necessary to strengthen Gulf integration and unify positions to confront these challenges, safeguard the GCC’s gains, protect the interests of its peoples, and maintain the stability and prosperity of its countries. 

He continued: “Throughout their long history, the GCC countries have proven their ability to overcome crises and stand united in the face of various risks and challenges, thanks to Allah the Almighty and then to the wisdom and insight of their leaders.”

He reiterated the General Secretariat’s commitment, with all its cadres and capabilities, to serving joint Gulf action and implementing the directives of Their Majesties and Highnesses, the leaders of the GCC states, in support of the process of integration and cooperation in various fields. 

“This blessed Gulf system, with Allah the Almighty’s help and guidance, will remain steadfast and capable of facing present and future challenges, enhancing its stability, safeguarding its security, and achieving greater prosperity and progress for its peoples,” he added.

HE the Secretary General concluded his remarks by emphasising that this meeting is replete with important topics related to cooperation and integration among the GCC states in all fields, which will have a significant impact on Gulf citizens. He reaffirmed that the outcomes of this esteemed committee will be a significant addition to strengthening joint Gulf action by accelerating the implementation of the Supreme Council's decisions and removing any obstacles that hinder this process, adding that this will enhance the process of cooperation and integration among the GCC states and support our steps toward a more integrated and prosperous future.
