"Iran's actions represent an unprecedented escalation and reflect a clear insistence on violating all international rules and norms, demonstrating an unacceptable disregard for the consequences of dragging the region into further tension and instability," His Excellency pointed out.
He further added: "Targeting infrastructure and vital installations does not threaten the targeted countries alone, but directly impacts the security of the entire region." His Excellency called upon the international community to take practical and deterrent steps to ensure the cessation of repeated Iranian attacks and hold those responsible accountable, thereby protecting regional peace and security and preventing the region from sliding into further escalation.

His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), expressed his condemnation and denunciation in the strongest terms of the aggressive Iranian attack that targeted the oil tankers “Mombasa” and “Al Bahia”, belonging to the United Arab Emirates (UAE), which resulted in the death of a crew member and the injury of several others.
His Excellency underscored that this terrorist attack on the two UAE oil tankers represents a blatant violation and a grave breach of the principles of international law and the rules governing the freedom of maritime navigation. "It also constitutes an explicit violation of United Nations (UN) Security Council Resolution 2817, which stressed the necessity of protecting international navigation and refraining from targeting commercial vessels or endangering maritime lanes," His Excellency stated.
Moreover, His Excellency Mr Albudaiwi reaffirmed that the GCC stands as one with the UAE, supporting all measures it takes to protect its security, sovereignty, and the safety of its installations and vital interests.
Furthermore, His Excellency called upon the international community, particularly the Security Council, to assume its legal and moral responsibilities and take a firm and deterrent stance against these dangerous and repeated Iranian attacks to ensure their immediate cessation, hold the perpetrators accountable, secure the freedom of international navigation, and safeguard the security and stability of the region and the global economy.
His Excellency also expressed his sincere condolences and sympathies to the family of the victim, wishing the injured a speedy recovery.

His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), offered his condolences to His Highness Shaikh Tamim bin Hamad Al Thani, the Amir of the State of Qatar, on the passing of His Highness the Father Amir Shaikh Hamad bin Khalifa Al Thani, today, Monday (14 July 2026), at Al Wajba Palace in the city of Doha.
His Excellency expressed his sincere feelings of condolence and sympathy to His Highness the Amir of the State of Qatar, the honourable ruling family, and the government and brotherly people of the State of Qatar, praying to Allah the Almighty to bestow His vast mercy and forgiveness upon His Highness the late Father Amir, grant him an exalted place in Paradise, and grant his family and loved ones patience and solace.

"It is time for the GCC-EU strategic partnership to chart a new path, building on the foundation established in 1988, particularly in light of the challenges over recent months. Iranian attacks on oil facilities in the GCC states and the closure of the Strait of Hormuz have led to a global slowdown, with the International Monetary Fund (IMF) lowering its global growth forecast for 2026 to 3.1%. The IMF explained that this downgrade is due to the war and disruption in the Strait of Hormuz—through which roughly a fifth of the world's oil typically passes—the effects of which extended to Europe, subjecting it to an energy shock for the second time in four years," His Excellency highlighted.
He also pointed out that this regional shock has transformed into a global shock, impacting the economies of both the GCC and Europe. "These new threats resulting from this war necessitate reinforcing the GCC-EU relationship, allowing both sides to respond jointly rather than individually," His Excellency added.
Moreover, His Excellency outlined six proposed priorities for bolstering Gulf-European relations. "First, coordinated political and diplomatic action; second, cooperation in regional security; third, connectivity by accelerating work on trade corridors and alternative routes; fourth, energy cooperation; fifth, drawing lessons from the current crisis; and finally, people-to-people communication while accelerating the visa-free mobility track as a practical foundation for engagement," His Excellency explained.
Concluding his speech, His Excellency Mr Albudaiwi said that the partnership with Europe must extend beyond security toward true integration—"a partnership that makes our peoples more secure and our economies more resilient and stable."

He emphasised that this cowardly attack represents a flagrant violation of international law and international humanitarian law, reflecting this militia's insistence on undermining security and stability and threatening the safety of civilians and installations.
"The continuation of these terrorist attacks by the Houthi militia and its violation of all international laws and the ceasefire warrant a firm and deterrent international stance to put an end to its hostile practices and ensure those responsible are held accountable, thereby contributing to the protection of regional and international peace and security," His Excellency underlined.
Moreover, His Excellency reaffirmed that the security of the Kingdom of Saudi Arabia is an integral part of the security of the GCC member states, and that the Council stands as one with the Kingdom in all measures it takes to protect its security, stability, and the safety of its citizens and residents on its territory.
