His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), stated that the convening of the 46th Educational Conference under the theme “Innovative Visions for a Sustainable Educational Future in Kuwait” reflects the attention the GCC states attach to developing the educational process.

This came during HE the Secretary General’s participation in the Conference, held under the patronage of His Highness Shaikh Mishal Al Ahmad Al Jaber Al Sabah, Emir of the State of Kuwait, and in the presence of His Excellency Eng. Sayed Jalal Al Tabtabaei, Minister of Education of the State of Kuwait, on Sunday (October 4, 2026), in Kuwait City, with the participation of many specialists, academics and educators.

At the outset of his speech, HE the Secretary General extended the highest expressions of appreciation and gratitude to His Highness Shaikh Mishal Al Ahmad Al Jaber Al Sabah, Emir of the State of Kuwait, for his generous patronage of this conference, and for the continued support and great care extended by His Highness, and by Their Majesties and Highnesses, the Leaders of the GCC states, to the journey of joint GCC action.

He stressed that this comes in fulfilment of the aspirations of the citizens of the GCC states for further cooperation, integration and prosperity, praying to Allah Almighty to continue blessing the GCC states with security, safety and prosperity.

During his speech, His Excellency stated that the idea of establishing the GCC emerged to achieve coordination, integration and interconnection among the GCC states across all fields, leading to their unity through strengthening ties and enhancing cooperation among their peoples in various areas, and through establishing similar systems across different fields, most notably the educational and cultural sectors.

Commenting further, His Excellency said: “The journey of joint educational action in fact preceded the establishment of the GCC in 1981, through the Arab Bureau of Education for the Gulf States, which was founded in 1975 under the supervision of the ministers of education at the time. This, in itself, is clear evidence that education stands at the forefront of the priorities of the GCC states, especially as it represents the nucleus of joint GCC action and our tool for progress and development across various fields.”

HE the Secretary General indicated that education is one of the most important pillars of building human capital, and a key driver of comprehensive progress and the achievement of sustainable development goals. He noted that the honourable indicators witnessed today in public education across the GCC states reflect the scale of care, attention and continuous strategic investment in future generations.

“Among the most prominent of these indicators during the 2024–2025 academic year are more than 11 million male and female students enrolled in public education across the GCC states, representing around 17.4% of the total population of the GCC states, with more than 45,000 schools and educational institutions serving students across the various stages of public education; and more than 960,000 male and female teachers supervising students’ education and developing their knowledge, skills and capabilities,” he explained.

In the same context, HE the Secretary General underlined that one of the clearest examples of the concept of “Gulf citizenship” and GCC integration is the number of students who are citizens of GCC states studying in public schools in other member states, mentioning that this number exceeded 41,000 male and female students during the 2025–2026 academic year, representing a practical translation of the directives of Their Majesties and Highnesses, the Leaders of the GCC states, to facilitate education and open its doors to the people of the GCC states across the region.

Elaborating further, His Excellency said: “As an extension of this journey, joint GCC action in education continues to move towards more ambitious and future-oriented horizons. Their Excellencies the Ministers of Education in the GCC states have approved the Strategic Plan for Innovation and Entrepreneurship in Higher Education, while the approval to prepare the Strategic Plan for Joint Action in Education for 2027–2032 further affirms the continued development of the system of cooperation and educational integration among the GCC states, in line with development needs and future labour market requirements.”

HE the Secretary General concluded his speech by stressing the importance of monitoring and following up on the developments witnessed by the world across numerous fields, such as AI, innovation, digital transformation, modern technologies and space technology.

He highlighted that this requires those concerned with education to view education and curricula through different perspectives and approaches from those traditionally adopted, in order to keep pace with these developments and ensure that students are prepared to deal with these advances and modern technologies.

His Excellency expressed his hope that the work and discussions of this conference would contribute to formulating quality recommendations and outcomes that can be translated into practical and tangible steps, supporting the development of education in the GCC states and reflecting positively on the present and future of our sons and daughters.

His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), underlined that the GCC states have continued to work on bolstering financial sustainability and efficiency, developing financial risk management tools, improving the efficiency of public spending, and diversifying revenue sources. This has strengthened their ability to preserve their economic gains and provide the flexibility needed to address future developments, His Excellency stressed.

HE the Secretary General’s remarks came during the 126th meeting of the Financial and Economic Cooperation Committee of the GCC states, held on Thursday (October 1, 2026) in the Bahraini capital, Manama, chaired by His Excellency Shaikh Salman bin Khalifa Al Khalifa, Minister of Finance and National Economy of the Kingdom of Bahrain and Chairman of the current session, with the participation of Their Excellencies the Ministers concerned with financial and economic affairs in the GCC states.

At the outset of his speech, HE the Secretary General extended the highest expressions of thanks, appreciation and gratitude to His Majesty King Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain and President of the current session of the Supreme Council of the GCC, for the Kingdom of Bahrain’s hosting of this meeting, and for the facilitation and support provided by the Kingdom of Bahrain to ensure the success of the work of the GCC.

HE the Secretary General also expressed his appreciation for the support and attention accorded to joint GCC action across all fields by His Majesty, alongside Their Majesties and Highnesses the Leaders of the GCC states.

During his speech, His Excellency stated that the 126th meeting of the Financial and Economic Cooperation Committee of the GCC states is being held at a critical stage, amid the rapid geopolitical developments witnessed by the region, accompanying market fluctuations, challenges affecting trade, investment and supply chains, and growing uncertainty regarding the outlook for the global economy.

“Given the close connection between the economies of the GCC states and the global economy, these developments reaffirm the importance of continuing to enhance readiness and the ability to address various challenges, while limiting their impact on the economies of the GCC states in order to protect financial and economic stability and sustain growth,” HE the Secretary General remarked.

In the same context, His Excellency stated that the GCC states have proven, by the grace of Allah, and through the wisdom and strategic vision of the Leaders of the GCC states, their ability to deal with various crises and exceptional circumstances efficiently and capably, while preserving the strength of their economies. He affirmed that this is supported by effective financial and economic policies, strong financial positions, ambitious economic diversification programmes, and advanced frameworks for joint coordination and cooperation.

HE the Secretary General noted that recent developments have underscored the importance of building on these gains and enhancing coordination among the financial and economic policies of the GCC states, in a manner that cements their ability to respond to external developments and shocks, provides greater scope for joint action when needed, and at the same time safeguards fiscal sustainability and continues to support growth and development.

HE the Secretary General further said: “The economic and financial progress achieved by the GCC states during the past period provides a strong foundation for continuing the journey of GCC economic integration. However, the nature of the current stage requires accelerating work across a number of priority tracks, foremost among them completing the requirements of the Customs Union and the GCC Common Market, elevating the flow of trade and investment among the GCC states, and strengthening the financial and investment environment.”

Additionally, His Excellency referred in his speech to a number of indicators that reflect the strength of the economies of the GCC states, highlighting that the GDP of the GCC states reached around USD 2.4 trillion, placing them collectively among the world’s 10 largest economies. He further pointed to the contribution of non-oil activities, which reached around 79% of GDP, reflecting continued progress in economic diversification, while net foreign assets held by GCC central banks reached around USD 829 billion by the end of June 2026, covering approximately 11 months of the GCC states’ imports.

HE the Secretary General also underlined that the GCC states have maintained stable inflation levels, with the GCC average reaching around 2.1% in May 2026, despite current economic challenges, which is lower than the averages recorded by major economic blocs. He concluded by highlighting that these indicators embody the strength of the GCC economies, the effectiveness of their economic and financial policies, and the sustained progress achieved in GCC economic diversification and integration.

His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), underlined that the International Monetary Fund (IMF) commended the resilience of GCC economies, the economic and financial measures implemented amid prevailing conditions, and their ability to sustain growth momentum despite heightened global uncertainty.

This came during the joint meeting of GCC Ministers of Finance and Economy and Central Bank Governors with the Managing Director of the International Monetary Fund, held on Thursday (October 1, 2026) in the Bahraini capital, Manama.

The meeting was chaired by His Excellency Shaikh Salman bin Khalifa Al Khalifa, Minister of Finance and National Economy of the Kingdom of Bahrain and Chairman of the current session, with the participation of Their Excellencies the Ministers of Finance, Their Excellencies the Governors of GCC Central Banks, and Her Excellency Ms Kristalina Georgieva, Managing Director of the IMF.

In his address, His Excellency the Secretary General stated: "We meet today as our region navigates a highly complex economic and geopolitical landscape. Disruptions across energy production, shipping, logistics, and trade have once again demonstrated how swiftly geopolitical developments impact our economies and global markets. Despite these headwinds, GCC economies have demonstrated robust macroeconomic and fiscal resilience—an outcome achieved not by coincidence, but through years of prudent economic policies, strong financial buffers, resilient banking systems, and strategic investments in infrastructure, connectivity, and economic diversification."

Moreover, His Excellency emphasised that the immediate priority lies in safeguarding macroeconomic and fiscal stability, while ensuring policies remain agile, responsive, and aligned with rapid developments. He underscored that responses must not be limited to managing the immediate fallout of geopolitical shocks, but must embed resilience as an intrinsic pillar of the GCC economic architecture.

In the same context, His Excellency stressed the importance of accelerating efforts toward economic integration, facilitating the cross-border flow of goods, services, capital, and citizens, bolstering regional supply chains, and establishing resilient commercial and logistics corridors. He also highlighted the necessity of advancing structural reforms to empower the private sector, enhance competitiveness, foster technological innovation and digital transformation, and accelerate the transition toward diversified, knowledge-based economies.

"Regional integration remains fundamental to achieving this objective; deeper alignment across markets, infrastructure, financial systems, and supply chains elevates the collective capacity to absorb external shocks and transform challenges into sustainable growth opportunities," His Excellency added.

He noted that the current environment demonstrates that economic resilience is not solely about enduring shocks, but also anticipating them, adapting effectively, and emerging stronger.

"This requires strengthening policy frameworks, deepening intra-GCC coordination, completing remaining integration milestones, and reinforcing partnerships with international institutions, foremost among them the IMF," His Excellency explained.

Concluding his remarks, His Excellency reiterated the steadfast commitment of GCC member states to this trajectory, noting that sustained policy coordination, higher integration, and continuous economic transformation will fortify the foundations of GCC economies and deliver enduring prosperity for their peoples.

His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), condemned in the strongest possible terms the terrorist drone attack carried out by the terrorist Houthi militia targeting an electricity distribution station in Madinah, Kingdom of Saudi Arabia, which provides services to the Prophet’s Mosque and civilian facilities in the city.

His Excellency stressed that this heinous Houthi attack has crossed all red lines, represents a blatant provocation to the sentiments of Muslims across the world, and constitutes a grave escalation in violating the sanctity of Islamic holy sites. He pointed out that it exposes an aggressive approach that disregards religious and humanitarian values as well as international laws and norms, particularly in light of repeated attempts to target the Two Holy Mosques and their surrounding areas.

His Excellency the Secretary General concluded his statement by underscoring the GCC member states' steadfast and unwavering stance alongside the Kingdom of Saudi Arabia and their full solidarity in confronting anything that threatens its security, stability, and sovereignty. He reiterated complete support for all measures taken by the Kingdom to protect its territory, citizens, residents, and pilgrims, emphasising that the security of the Kingdom and its holy sites is an integral part of the collective security of the GCC, and that any threat to the Kingdom constitutes a threat to the security of all GCC member states.

His Excellency commended the profound care and support devoted to joint Gulf action by His Majesty alongside Their Majesties and Highnesses the Leaders of the GCC member states across all fields.

"The high priority accorded to the housing sector is reflected in numerous national and joint initiatives and resolutions, which have significantly advanced the trajectory of joint Gulf housing cooperation and deepened coordination frameworks. Foremost among these was the Supreme Council’s adoption at its 46th session of the Unified Rules for Joint Property Owners in GCC States, marking a major milestone in modernising regulatory frameworks, fostering legislative convergence, and driving joint housing action toward greater integration and efficacy," His Excellency stated.

In the same context, His Excellency underscored the importance of accelerating cooperation and integration among member states, advancing housing policies to meet the evolving needs and aspirations of Gulf citizens, and leveraging modern technologies and innovative solutions to provide more efficient and sustainable housing options.

His Excellency Mr Jasem Mohamed Albudaiwi, Secretary General of the Gulf Cooperation Council (GCC), underscored that the 4th Gulf Housing Week—encompassing the Innovation Summit in the Social Housing Sector 2026, a specialised housing exhibition, the Gulf Housing Hackathon, and the GCC Housing Award—vividly embodies the evolution and broadening scope of the GCC housing cooperation ecosystem, demonstrating that housing development is no longer confined to traditional government policies and programmes.

His Excellency’s remarks were delivered during his participation in the 4th Gulf Housing Week and the Innovation Summit in the Social Housing Sector 2026, on Wednesday (30 September 2026) in the Bahraini capital, Manama, in the presence of Their Excellencies the Ministers responsible for housing affairs across GCC member states.

At the outset of his address, His Excellency the Secretary General expressed his utmost thanks, appreciation, and gratitude to His Majesty King Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain—President of the current session of the Supreme Council—for Bahrain’s hosting of the 4th Gulf Housing Week and the Innovation Summit in the Social Housing Sector 2026, and for the facilities and steadfast support extended by the Kingdom to ensure the success of the GCC's work. His Excellency also commended the sustained patronage and attention devoted to joint Gulf action by His Majesty alongside Their Majesties and Highnesses the Leaders of the GCC member states across all fields.

His Excellency lauded the advanced strides and pioneering experience of the Kingdom of Bahrain in developing its housing sector, particularly in expanding partnerships with private real estate developers and the provision of housing services through digital platforms. He indicated that the housing sector occupies a foundational position in GCC sustainable development, directly impacting urban planning, socio-economic progress, resource efficiency, and overall quality of life. In the same context, His Excellency pointed out that cooperation in the housing sector has received substantial attention within joint Gulf action and has witnessed remarkable progress over recent years.

"The GCC Joint Housing Action Plan (2024–2030) has established a new phase aimed at bolstering cooperation and integration, as well as advancing housing policies and programmes to keep pace with evolving socio-economic developments. Furthermore, Their Majesties and Highnesses the Leaders of GCC states adopted the Unified Rules for Joint Property Owners in GCC States at the 46th session of the Supreme Council, marking a significant milestone toward modernising the regulatory environment of the real estate and housing sectors and fostering alignment across their governing frameworks," His Excellency stated.

His Excellency affirmed that these accomplishments carry an accumulated track record of joint expertise, policies, and initiatives in the journey of GCC housing cooperation, emphasising that our responsibility today is to build upon this foundation and accelerate the transition from merely exchanging successful experiences to scaling their benefits across the GCC.

"The efforts exerted to develop the housing sector are no longer confined to government policies and programmes; rather, they are now underpinned by an integrated ecosystem that brings together government entities, the private sector, financing institutions, specialists, innovators, and youth, while harnessing technology and innovation to develop more efficient and sustainable housing solutions that fulfil the aspirations of GCC citizens and enhance their quality of life," His Excellency added.

"The economic, demographic, and technological transformations underway globally necessitate that we continue developing the housing ecosystem across GCC states by diversifying financing tools, expanding partnerships with the private sector, accelerating the adoption of modern construction technologies, leveraging digital transformation and artificial intelligence, raising energy efficiency, and creating more sustainable, higher-quality urban communities. Herein lies the significance of joint Gulf action, as the diversity of successful experiences across member states represents a shared asset that enables us to broaden the application of proven solutions and expedite the exchange of best practices," His Excellency emphasised.

Moreover, His Excellency noted that the 24th meeting of the Committee of Ministers Responsible for Housing Affairs in GCC States adopted a series of resolutions and initiatives aimed at bolstering joint Gulf housing action and propelling it toward broader horizons of cooperation and integration.

While attending the ceremony honouring the winners of the 7th GCC Housing Award (2026), and celebrating distinguished projects, private sector entities, non-profit organisations, philanthropists, as well as the winners of the 3rd Gulf Housing Hackathon, His Excellency stressed that these multifaceted endeavours demonstrate that the future of Gulf housing is not shaped by a single entity, but is rather the fruit of collaborative action integrating government policies with the roles of the private sector, financing institutions, the community, specialists, innovators, and youth.

Concluding his statement, His Excellency reiterated that the shared ambition is to continue building upon what has been accomplished and propel joint Gulf housing action into a more integrated and innovative phase—one that maximises the benefit of shared data and experiences, accelerates the exchange of proven solutions, and expands strategic partnerships, thereby contributing to more diverse and sustainable housing choices and elevating the quality of life for citizens across GCC states.
