"These directives highlight the importance of exceptional human resources and institutions in the member states, which play a significant role in the Council member states' sustainable development journey. His Excellency's statement came during the ceremony which took place to honour a group of distinguished administrative talents, projects, and pioneering figures in the fields of labour, social affairs, and civil service, organised by the General Secretariat of the GCC in coordination with the State of Qatar's Ministry of Labour, the Ministry of Social Development and Family, the Civil Service Bureau, and a number of companies, institutions, and figures in the fields of work in both the public and private sectors and social development.
This event was held on the sidelines of the 21st meeting of the Ministers and Heads of Civil Service Agencies, and it also honoured
the negotiation team for the unified purchase of human resources system licenses among the GCC states, on Tuesday, September 3, 2024, in the Qatari capital, Doha, under the patronage of His Excellency Dr Ali bin Samikh Al Marri, Minister of Labour of Qatar, Her Excellency Mariam bint Ali bin Nasser Al Misnad, Minister of Social Development and Family of Qatar, and His Excellency Abdulaziz bin Nasser bin Mubarak Al Khalifa, Head of the Civil Service Bureau and Government Development of Qatar, and Secretary General of the National Planning Council of Qatar of Qatar, with the participation of Their Excellencies the Ministers and Heads of Civil Service agencies, Ministers of Labour, and Ministers of Social/Development Affairs from the GCC states.

At the beginning of his speech, His Excellency the GCC Secretary General expressed his utmost gratitude and appreciation to His Highness Shaikh Tamim bin Hamad Al Thani, Amir of the State of Qatar and President of the current session of the Supreme Council of the GCC, for the generous support and patronage afforded to the joint Gulf work, which seeks to elevate this blessed journey in all fields, including civil service, labour, and social domains. His Excellency prayed to the Almighty to bless the GCC states and peoples with security, safety, development, and prosperity.

He stated that this "distinguished GCC meeting is renewed as we celebrate in the Doha of goodness the honouring of a group of administrative talents in the civil service sectors of the GCC, along with several companies, institutions, and figures that have made a profound impact on our GCC community in the fields of work in both the public and private sectors and social development. In addition, the negotiation team for the unified purchase of human resources system licenses among the GCC states is also being honoured. This team is highly regarded for achieving a significant accomplishment for the Council states by working to unify their purchases of human resources systems, ensuring that the GCC states receive the latest technologies and best available services. We hope this will contribute to enhancing the quality of services provided to citizens."

Moreover, His Excellency affirmed that this celebration is a form of gratitude and recognition for all the honoured groups for their efforts in achieving the sustainable development goals of the Council states. "It acknowledges the noble work they have done through the roles and responsibilities they have undertaken in their countries, which aimed at achieving prosperity for their peoples. On the other hand, it serves as an encouragement to exert more efforts and contributions to the blessed journey of the GCC. At the level of government work, the competencies in the civil service sector and the leadership of government work have contributed their efforts and expertise to building and developing the administrative apparatus in the various GCC states to meet the development needs that our states aspire to and to align the government work system with the developments imposed by global transformations in modern management styles and methods," he stated.

He also pointed out that, based on the firm belief in the role of the private sector in the economic transformation that the GCC states aspire to through developmental visions and strategies, the honouring of GCC-based companies that have achieved high rates of localisation, as well as leading small and medium enterprises, is significant. "These entities have fulfilled their national roles and taken on the responsibility of empowering and employing GCC national workers, instilling confidence in their abilities to contribute their efforts and ideas in continuing the journey of building and modernisation for the GCC states," he underscored.

"In this gathering, we cannot overlook the role played by leaders, institutions, and public benefit associations that have had and will continue to have a pivotal role in honing the skills of the GCC citizen and promoting the values of giving and volunteer work through their pioneering projects in the social sector. Together, we complete the three pillars of sustainable development, which are based on a solid partnership between the government sector, the private sector, and the civil society sector. We are fully confident that these commendable efforts will continue with dedication to achieving the desired goals aspired to by the GCC, which revolve around providing a dignified and complete life for every GCC citizen, through sustainable building processes and enhancing the progress and prosperity witnessed in our dear homelands under the wise leadership of Their Majesties and Highnesses, the leaders of the GCC," he concluded.
