  The start of an Anti-Dumping Investigation against the GCC Imports of Water-Cement Product

The GCC announced on Monday, 1 July 2019, the GCC Standing Committee of Anti Injurious Practices in International Trade decision to start an Anti-Dumping investigation against the GCC imports of Water-Cement Products of all kinds, including the cement that is not crushed, "clinker" if colored, which fall under the custom item (2523) of the origin of the Islamic Republic of Iran.
The Assistant Secretary General for Economic and Development Affairs, Mr. Khalifa Bin Saeed Al-Abri stated that the GCC Standing Committee's decision was based on the report and recommendation of the GCC Bureau of Technical Secretariat for Anti Injurious Practices in International Trade, which will be published in The GCC Bureau's official bulletin No. 22, issued on 10 July 2019.
For his part, the Director General of the GCC Bureau of Technical Secretariat for Anti Injurious Practices in International Trade, Mr. Rehan Mubarak Fayez said that these measures comes in accordance with the GCC unified anti-dumping law, its compensatory and preventive measures and executive regulations.
He added that The GCC Bureau examined the evidence presented in the Gulf industry complaint and confirmed by evidence that this product is imported to the Gulf market at dumped prices resulting in material damage to the Gulf industry for similar products. Comparing the export price of the imported product to the Gulf market under the investigation, with the normal value of the similar product within the domestic markets of the countries concerned at the same commercial level, resulted of margins of dumping that can't be overlooked; Accordingly, the GCC Standing Committee of Anti Injurious Practices in International Trade decided to open the investigation.
It should be noted that both products, the Gulf's and the imported, are identical and have the same characteristics, uses, and production process, and both also have substitutability in the Gulf market.
